For our government customers who require interactive multi-media instruction, you may be able to shortcut your procurement by using an established, efficient contract vehicle. We recommend the Office of Personnel Management’s USALearning contract.



USALearning® (USAL) originated as an e-Government initiative under the name GoLearn during the Bush administration in 2004. It was established to leverage the growing capabilities of digital platforms in enhancing federal employee training programs. Recognized for its specialized expertise in e-Learning, it was designated as a Government-wide Shared Service Center and a Human Resource Line of Business Preferred Provider. This recognition was pivotal in its evolution into a central resource for government training needs.
In 2017, USALearning® achieved a significant milestone by being designated as “Best-In-Class” (BIC) for Federal Shared Service Providers (FSSP). This BIC status, awarded by the Office of Management and Budget (OMB), underscores USAL’s excellence in contract design and execution. It meets rigorous criteria that emphasize efficiency, transparency, and effectiveness in procurement and service delivery across the federal government.

Agencies Supported

The USALearning® program operates under the auspices of the Office of Personnel Management (OPM). It provides comprehensive support to a broad spectrum of clients that includes all levels of the US Government—ranging from federal agencies to state and local municipalities. USAL is equipped and authorized to support any government agency that requires training and educational services.

USALearning® offers a diverse range of services and supports multiple functional areas to address the comprehensive needs of its clients. These include:

Virtual Simulators: Utilization of cutting-edge simulation technology to create immersive and interactive learning experiences.
Strategic Planning: Assistance in developing long-term strategies to meet the evolving training needs of government agencies.
Learning Management System (LMS) Support: USAL offers support for its Learning Management System, which includes both non-cloud and cloud-based applications. This system supports over 60 large and small Federal agencies and includes Platform as a Service (PaaS) and Software-as-a-Service (SaaS) solutions.
